PDF tools usually start by asking which operation you need. Then they ask you to upload the document.
That order is backwards for a small page fix. You already know the document. The useful choices appear after you see its pages.
IndiePDF starts with the files. Drop one PDF to remove, rotate, or reorder pages. Drop several PDFs to combine them.
The files stay in the browser tab. IndiePDF sends no file bytes, file names, thumbnails, extracted text, or page choices to a server.
PDF.js reads and renders the page previews. @cantoo/pdf-lib copies the chosen pages into the finished file. IndiePDF pins and self-hosts both libraries.
The first release stays narrow. It merges, reorders, rotates, removes, and keeps pages. It does not compress, convert, sign, redact, or edit text.
The boundary matters. Saving a changed PDF can invalidate a digital signature. Bookmarks and interactive forms might not survive a new document. IndiePDF says both before download instead of presenting every output as harmless.
The core stays free. There is no account, card, premium plan, task counter, or upgrade interruption.
